He said this as the chief guest at the certificate awarding and closing ceremony of the 144th and 145th Law and Administration Course for trainees held at BCS Administration Academy in Shahbagh, Dhaka on Thursday (30 July).
Ismail Jabiyullah said that under the leadership of the Prime Minister, a competent, innovative, technology-based and people-welfare-oriented public administration must be built. At the same time, the highest application of intellect, labor and honesty must be ensured in building a prosperous, dignified and developed Bangladesh.
He said that the administration of the present world is no longer limited to just managing documents; it is now based on knowledge, technology and innovation. Artificial intelligence is already playing an important role in policy making, service delivery, grievance redressal, corruption prevention and data-driven decision making. Future administrative officers must use these technologies skillfully.
He also emphasized on making the government digital platforms more effective and people-friendly by making them AI-dependent.
Highlighting the need for development of leather industry, semiconductors, artificial intelligence, high-tech manufacturing and knowledge-based service sectors alongside the ready-made garment industry to further strengthen the country's economy, the adviser informed that a budget of Tk 500 crore has been allocated for the startup sector in the current fiscal year to implement this goal.
Referring to the example of China's 'One Village, One Product' initiative, he said that each district of Bangladesh must take integrated initiatives in production, processing, branding and marketing by utilizing its own potential. He also called upon the concerned officials to implement such a project in one district on a trial basis.
Ismail Jabiyullah said that the identity of an administrative officer lies not in their designation, but in their work, honesty and innovative thinking. Every officer must undertake new initiatives to make people's lives easier, save time and ensure the best use of state resources.
He further said that under the leadership of Prime Minister Tarique Rahman, Bangladesh is moving forward on the path of new possibilities. The role of public administration officials is very important in establishing discipline, accountability and work culture in state governance. The government has already adopted a 180-day work plan, and work is ongoing to formulate a national action plan to implement the election manifesto promises.
Addressing the new officers, the adviser said that there will be various challenges in professional life, but every crisis must be turned into an opportunity. Besides continuing knowledge practice, they must always be ready to accept new technology and new ideas. He said that the certificate they are receiving today is not the end of academic life; rather, it is the beginning of a new journey of lifelong learning.
The event was chaired by Dr. Mohammad Altaf-ul-Alam, Rector (Secretary) of BCS Administration Academy. He said, the training was conducted keeping in mind the philosophy: 'Administration for the people, not the people for the administration'. Through this five-month training, 74 officers of two batches have been developed as skilled, innovative and people-oriented administrators.
Present at the event were the Transport Commissioner of the Department of Government Transport, the Director General of NAPD, the Director General of the Bangladesh Employees Welfare Board, and faculty members of the BCS Administration Academy.
