Third Session of 13th Parliament Begins Today, Committee Formation Gets Priority
The third session of the 13th Jatiya Sangsad begins at 3pm today (Thursday, August 27). Formation of parliamentary standing committees will receive the highest priority during the session, Chief Whip of Parliament Nurul Islam Moni has said.

He said the relevant parliamentary committees would be finalised after receiving the names of members from the opposition. The session is expected to continue for five, seven or 10 days, with the possibility of an extension if necessary. Around six important bills are likely to be introduced during the session, including bills concerning property transfer, enforced disappearances and human rights protection.

Under the proposed property transfer law, parents would be allowed to retain possession and usage rights over property even after transferring it to their children while they are still alive. The chief whip said the measure is intended to help prevent neglect of parents after property has been transferred.

Regarding the July Charter and constitutional reforms, Nurul Islam Moni said necessary legislation would be enacted and existing laws amended to implement the commitments made by political parties under the July Charter.

He said there is a proposal to form a 17-member committee for constitutional amendments, with seven members from the BNP and five from Jamaat-e-Islami. Members from other smaller political parties would also be included. Opposition members would be added once their names are submitted, he said.

Meetings, rallies, processions and demonstrations have been banned in the designated areas. Authorities have warned that strict action will be taken in case of any deterioration in law and order or disruption.
