On Sunday morning, Mohammad Shishir Monir, the lawyer for the petitioners, confirmed the matter. The Cabinet Secretary has been made a respondent in the writ.

Writ challenging district-based distribution of responsibilities of ministers, state ministers and whips
Shishir Monir said, in 2001 too, ministers, state ministers and whips were given district-based responsibilities in the same manner. In a writ filed against that decision, the High Court had declared the distribution of responsibilities unconstitutional.
On August 27 last, through a notification of the Cabinet Division, 30 ministers, state ministers and members of parliament from the ruling party were given responsibilities for 64 districts. The notification said that they would monitor and coordinate government activities in the districts assigned to them while keeping intact the powers of local government and other constitutional and legal bodies.
