Despite graduate qualifications, primary teachers remain in third-class status
Despite having graduate or equivalent educational qualifications, assistant teachers of government primary schools are still considered third-class employees. When untrained, they receive salaries in the 14th grade, and after completing training, in the 13th grade.

Although positions in other government jobs that require graduate qualifications are generally given second-class status, this has not been the case for primary teachers. There is dissatisfaction among nearly 350,000 assistant teachers in the country over this.

Although there has been discussion on the status and professional development of teaching on the occasion of World Teachers' Day 2026, the long-standing demand regarding the rank and salary of primary teachers has not yet been met. Assistant teachers are protesting demanding implementation of the 10th grade.

Md. Mahabubur Rahman, coordinator of the 10th Grade Implementation Coordination Council, said that although the 10th grade is given in other government jobs with graduate qualifications, the state must answer the question of why primary teachers will not get it. He also claimed that due to this discrimination, talented people are losing interest in teaching.

Meanwhile, there is also a shortage in teacher training. According to BANBEIS data, in 2025, 40.52 percent of secondary-level teachers had not received training. Experts say that to raise the status of teaching, along with ensuring rank and salary according to qualifications, arrangements need to be made for training before recruitment.
