Bera Upazila Primary Education Officer Mohammad Saiful Islam confirmed the matter on Tuesday (July 28) night. Earlier, the notice signed by him was sent to the concerned schools on Sunday (July 26) afternoon.
The notice stated that under the 180-day action plan, targets were set to ensure Bengali reading for third-grade students, four basic arithmetic operations (addition, subtraction, multiplication, and division) for fourth-grade students, and fluent English reading for fifth-grade students by June 30 last. However, the concerned schools failed to achieve those targets.
It further mentioned that despite multiple instructions and regular supervision, the concerned teachers apparently failed to take effective initiatives. Therefore, they have been asked to submit a written explanation within three working days of receiving the notice as to why disciplinary action should not be taken against them for negligence of duty.
According to sources at the Upazila Primary Education Office, the government is giving special importance to the FLN program to ensure basic learning skills of students. Since the targets were not achieved within the stipulated time, a decision has been taken to hold the concerned teachers accountable.
However, several teachers who received the show-cause notice, on condition of anonymity, claimed that due to teacher shortage, excessive workload of office tasks, travel difficulties in remote areas, irregular attendance of students, and lack of awareness among guardians, it was not possible to achieve the set targets. They said they would respond to the show-cause notice citing these realities.
In this regard, Upazila Primary Education Officer Mohammad Saiful Islam said that show-cause notices have been issued to all teachers of 50 government primary schools in the upazila. Since each school has three to four or more teachers, it will be possible to state exactly how many teachers have been served notices after checking the records. He further said that if the replies to the show-cause are not satisfactory, further administrative and legal action will be taken according to the rules.
