105 out of 198 teachers' appointments illegal

A recent audit report by the Inspection and Audit Directorate (I&A) of the Ministry of Education has revealed a grim picture of widespread irregularities, forgery, and financial rule violations in almost all key sectors, from teacher recruitment to financial management at Dhaka City College in Dhanmondi, Dhaka. The report states that among the 198 teachers working at the college, 105 were appointed in complete disregard of government laws, rules, and the valid recruitment process. At the same time, serious discrepancies were found in the income-expenditure accounts of the last nine years. The report also reveals expenditure of Tk 72,77,219 in cash in violation of banking rules, evasion of government revenue amounting to more than Tk 31,24,759 in VAT and source taxes, and payment of Tk 1,97,34,830 as honorarium to members of the governing body in an irregular manner. The I&A has termed these irregularities a serious violation of financial rules and has ordered the return of the relevant money to the government treasury through challans.

In this sector, source tax was not deducted according to government rules and deposited into the government treasury through treasury challans. During the same period, income tax of Tk 2,92,067 was also not deposited. In total, instructions have been given to quickly deposit the evaded VAT and income tax amounting to Tk 31,24,759 and the Tk 1,97,34,830 taken by the governing body into the government treasury and submit copies of the challans to the ministry.

The audit report also details the physical infrastructure and administrative condition of the college. Currently, the college has 10,811 students. The institution, established on approximately 394.03 percent of land, has 180 classrooms. However, the report mentions that during the inspection, the college authorities could not present several important administrative documents and academic accounts to the inspection team.

The report also mentions several ongoing legal complications against the college. These include a writ petition regarding infrastructure construction in a residential area (Case No-472/2013), a case of forgery in the 2013 Dhaka University 'Ka' unit admission test (Case No-19/258-2013), a case of forgery in the Jagannath University 'Ca' unit admission test (Case No-13252/2013), and two cases related to women and child repression (Case No-07/185-2012 and 06/184-2012). However, the college authorities could not show the audit team any accounts or evidence of how much money was spent from the college fund to handle these cases.

The horrific irregularities revealed in the audit report regarding the recruitment and financial management of Dhaka City College are a clear violation of government laws and policies. No institution can operate by defying government laws. Along with ensuring the quality of education, it is essential to maintain proper accounts and transparency of every taka.

Audit Officer Chandan Kumar Dev of the Inspection and Audit Directorate and Assistant Education Inspector Moniruzzaman prepared this report after inspecting the college. In a letter signed by Professor M. M. Sahidul Islam, Director of the Inspection and Audit Directorate, Dhaka City College authorities have been instructed to submit a reply in the form of a 'broadsheet' along with necessary evidence regarding all the irregularities, financial transactions, and allegations of revenue embezzlement mentioned in the report within the next 15 working days.

Regarding the matter, Professor M. M. Sahidul Islam, Director of the Inspection and Audit Directorate (I&A), said, 'Our main goal is to maintain honesty, transparency, and good governance in educational institutions.

He further said, 'We have given 15 working days to reply to the broadsheet of the report. After reviewing the reply and evidence, the Ministry of Education will take necessary legal and administrative action according to the rules based on the information obtained.'
