In a written statement at the press conference, it was said that fertilizer dealers were appointed through extreme politicization and financial transactions in violation of government policies. There have been incidents of dealerships being awarded by showing inexperienced persons, multiple members of the same family, and fake warehouses and agreements. Allegations were even raised of dealer appointments in district-level committees based on political nomination and lists on party letterhead. It was mentioned that due to these irregularities, black-market fertilizer sales and smuggling, an artificial fertilizer crisis has been created at the field level, leaving farmers in extreme suffering.
To resolve this situation, six-point demands were presented from the press conference. The demands include—ensuring punishment of those responsible by investigating allegations of financial transactions, irregularities and political influence in dealer appointments; making public the criteria and list for dealer selection; verifying the inconsistency between the government's statements on the fertilizer crisis and the actual situation, and publishing the relevant authorities' written explanation and progress of the investigation.
At the time, the leaders said that due to the crisis in fertilizer, oil, gas and electricity, production costs are increasing, putting more pressure on ordinary people and marginal farmers. Therefore, they called on the government to identify the root causes of corruption and the crisis and take immediate effective measures to ease the suffering of farmers.
